What happens if they (APA/NCPA) fight the change?

State Boards are not immune from Federal Anti-trust laws and all rules are required to be continued as a matter of public safety rather than control of the marketplace by a dominant group. Should the petition involve court action, there is every reason to believe that the petitioners will prevail across multiple levels of court, and could potentially seek reparations, including all legal fees incurred.
