Is this going to impact the state budget?

Having a pathway to independence for LPAs would open access to more affordable psychological services to residents of NC.  State institutions such as prisons and state hospitals would be positively impacted with time or decreased expenses.  Ending LIFETIME supervision would create no cost for the state.
